Purpose: This direct award is justified under the requirements of Contract Procedure Rule 9.1.7. The appointment of a chairperson is required to reestablish the Knowsley Place Board and Ambassador programme and to trial its impact and economic contribution prior to a decision being taken as to the longer-term continuation of the programme and the recruitment of a chairperson for a three-year period.

Content: This direct award is justified under the requirements of Contract Procedure Rule 9.1.7. The appointment of a chairperson is required to reestablish the Knowsley Place Board and Ambassador programme and to trial its impact and economic contribution prior to a decision being taken as to the longer-term continuation of the programme and the recruitment of a chairperson for a three-year period. The Executive Director (Resources) and Executive Director (Regeneration and Neighbourhoods authorise:   (i)            That a contract to be awarded directly, in accordance with Contract Procedure Rule 9.1.7 for the appointment of the Chairperson of the Knowsley Place Board and Ambassadors Programme for the period through to 31 December 2025 to Max Steinberg. (ii)           That the procurement team be authorised to make the necessary arrangements for the issue of the relevant contract documentation. (iii)          That this decision supersedes any previous decisions made in relation to the role of Chair of the Knowsley Place Board.   Do Nothing: Not to appoint a Chair, however this would result in the Council losing the opportunity to secure a chairperson with the reputation, calibre and gravitas to help attract active and like-minded individuals to the Place Board and Ambassadors Programme who can independently help lobby and promote the economic aspirations of Knowsley to key stakeholders at the most senior level, alongside the simultaneous efforts of Council Officers and Elected Members.
