Purpose: The report seeks approval for a further exclusivity agreement between Blackpool Borough Council, (the “Council”)  and C1 Capital and Mottram Estates, (the “Developer”), for the site located at Leopold Grove, Blackpool, (the “Site”). The exclusivity agreement will provide a period of 6 months from the 11th October 2025 to 11th April 2026 with the option to extend for a further 6 months to 11th October 2026, subject to written agreement between the parties. The purpose of the agreement is to enable the Developer to continue the Site due diligence in order progress negotiation’s for a suitable hotel development.  

Content: The report seeks approval for a further exclusivity agreement between Blackpool Borough Council, (the “Council”)  and C1 Capital and Mottram Estates, (the “Developer”), for the site located at Leopold Grove, Blackpool, (the “Site”). The purpose of the agreement is to enable the Developer to continue the Site due diligence in order progress negotiation’s for a suitable hotel development.   To approve the exclusivity agreement between the Blackpool Borough Council, (the “Council”) and C1 Capital and Mottram Estates, (the “Developer”)  for 6 months with the option to extend the agreement a further 6 months if necessary. The period from the 11th October 2025 to 11th April 2026 with the extension period to 11th October 2026.   To approve the agreement that will enable a further period of due diligence on suitability of the Site at Leopold Grove, Blackpool, (the “Site”) in respect of a 3 and/or 4* (star) International branded hotel development with parking.
