Purpose: Following consultation with the Cabinet Member for Children’s Safeguarding and Care (successor to the Cabinet Member for Children’s Safeguarding and Early Years), and in line with the Cabinet decision of 10 November 2021, the Executive Director of Children’s Services RESOLVED to: - Reopen Gloucestershire County Council’s Modified Open Framework Agreement for Professional Services in Children’s Social Care (Round 4), allowing new providers to apply. Thirteen new providers, listed in Appendix 1 of the published decision report, to be admitted to the following Lots: Lot 1: Independent Specialist Assessments & Testing Lot 2: Therapeutic Services Lot 3: Support to Families It was noted that, on 7 August 2023, the Executive Director of Children’s Services approved a change in procurement route, from a Modified (Pseudo) Dynamic Purchasing System (as originally approved in the Cabinet decision of 10 November 2021), to the current Modified Open Framework Agreement.

In coming to this decision, the Executive Director of Children’s Services gave due and full regard to the requirements of the Public Sector Equality Duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself and the relevant Equality Impact Assessment, which was prepared in accordance with the requirements of the Act.   Having fully considered all available information, the Executive Director of Children’s Services decided to reject any alternative options and take the recommended decision(s), for the reasons set out in the published decison report.
