Purpose: The proposed works are essential to meet the care and accessibility needs of Year 1 pupils with special educational needs in a mainstream setting.  The investment supports inclusive education, promotes dignity and independence, and aligns with the council’s statutory responsibilities under the Equality Act 2010 and the SEND Code of Practice.   To meet the increasing in-borough demand for specialist school places, ensure more pupils with SEND are educated in local inclusive settings, and reduce financial pressure on the High Needs Block by decreasing reliance on expensive out-of-borough placements.
