Purpose: To approve the issue of tenders for the appointment of the Main Contractor to construct an Inclusive Playground at Shoebury East Beach.

Content: That the commencement of the procurement exercise for a contractor to undertake the construction of an inclusive playground at Shoebury East Beach be authorised. To enable the tendering of the construction of inclusive playground at Shoebury East Beach and to add the tender to the Council’s 2025/26 Annual Procurement Plan.   A decision is required as a matter of urgency to ensure that the tender opportunity may be issued in August 2025 to enable a project completion in advance of Summer 2026. The Council considered other procurement route options including a Restricted Tender Process or use of an existing Framework but it was determined that these would limit competition and not result in the most competitive tenders be received.   Do  nothing – The inclusive playground would not be constructed contrary to the agreed Civic Pride Action Plan.
