Purpose:
Content: Consideration was given to the report which sought the committees approval to award the contract for care and support across nine supported living services housing 49 adults with learning disabilities and complex needs. Questions were raised regarding how many properties were involved in the contract, how many staff could be affected, and why the existing provider was not retained. It was confirmed that the contract covered nine supported living properties, and no job losses were expected as staff would be transferred to the new provider, and the contract had reached its end and was re-tendered in line with standard practice. Discussion took place regarding plans to support residents during the transition, with a focus on ensuring a person-centred approach. It was assured that close work was being undertaken with residents, advocates, staff, and families to ensure a smooth transition; staff continuity would be maintained, and efforts were being made to promote residents’ independence. Questions were raised around how the contract would accommodate future cost pressures, such as wage increases. It was advised that the contract includes a two-year fixed term, after which the provider may submit a business case for adjustments. It was felt that the contract structure offered flexibility and scope for negotiation, supporting sustainability, compliance with statutory duties, and fair pay for care workers. Following discussion, it was proposed and duly seconded, and following a vote it was: RESOLVED: i) THAT the committee acknowledges and endorses the retendering of this contract through the application of a full and compliant procurement process. ii) THAT the committee delegates authority to the Strategic Director of Adult Social Care to award the contract to the successful bidder. Following the conclusion of this item, the chair advised she would be leaving the meeting, and the vice-chair took the chair.
