Purpose:

Content: The policy had undergone a review, taking account of updates in national legislation. Key updates were highlighted, which included clearer guidance for residents and businesses. Enforcement powers had been strengthened, to include the use of fixed penalty notices, CCTV and body-worn video.   A question was raised regarding whether there had been any changes as a result of feedback from the annual survey. Confirmation was given that the policy related more to operational matters, but that the survey had shown that most of the respondents were satisfied with waste collection arrangements.   A discussion took place around the collection of larger sharps bins from pharmacies. Confirmation was given that the service was in the process of updating the service level agreements with pharmacies for the collection of larger bins, but that they could also be collected from home for those unable to access the pharmacy. The list of participating pharmacies would be published on the council’s website.   Questions were also asked relating to separation of waste in schools, scope for extending opening hours at the Household Waste and Recycling Centre at Lynbottom, the risk of increased flytipping, and arrangements for self-catering businesses, to which responses were given by officers.   It was noted that recycling had improved greatly over the last 10 years, although 16-20% of food waste was still being put into general waste by residents.   Members expressed concern over the frequency of bin emptying along seafronts, which appeared to be inadequate in the summer months. It was noted that this issue would be included along with other contract areas within the litter and flytipping strategy which would be coming forward for approval later in the year.   There was a query raised in respect of the wording in paragraph 1.3.1, d), ii and whether the intention was clear. The wording would be checked and amended if necessary.   RESOLVED:   That the Committee approve the updated Isle of Wight Council Operational Waste Policy, incorporating:   ·       Revised definitions and eligibility criteria for household and chargeable waste. ·       Updated procedures for assisted collections and charity waste permits. ·       Clarified responsibilities for residents and the Service Provider. ·       Enhanced communication standards to ensure accessibility and understanding   That delegation be given to the Strategic Director for Communities to make necessary minor amendments to the policy.
