Purpose: The SPD has proven to be an excellent document when considering applications within the town centres of Newport and Ryde, and has resulted in clear and beneficial outcomes. However, it is limited to only apply to these two town centres. The report will seek agreement to amend the existing SPD so it applies more widely across the island, to then consult on these changes in accordance with the relevant regulations and then, dependant on the outcome of the consultation to adopt the revised SPD.
Content: A summary of the report was given. There was already a SPD in place for Newport and Ryde, which had been very successful, and as a result of proposals from a small number of local councils it was desired that it should extend to all designated town centres and conservation areas across the Island, to be used as a material consideration in planning applications. In response to a number of questions from the Committee it was confirmed that although the document was generic, it would be applied on a case-by-case basis, with the local area being considered. No consultation had yet taken place, and as not all local councils held meetings during August, the 12-week consultation would not begin until after the summer holidays. Information would however be made available to the local councils as soon as possible. RESOLVED: THAT the Committee approves the following: The publication of the revised Commercial Frontages Design Guide Supplementary Planning Document (Appendix 1) for public consultation. Should there be comments received during the public consultation objecting to the proposed changes, Committee agree to receive a further report on the comments and any changes proposed by Officers to the SPD before considering the adoption of the SPD. Should there be no comments received during the public consultation objecting to the proposed changes, Committee delegates authority to adopt the SPD to the Strategic Manager for Planning and Infrastructure Delivery. Delegate authority to the Strategic Manager for Planning and Infrastructure Delivery to make final editorial and/or presentational changes to the draft SPD. Any such change will not alter the meaning of the SPD and editorial changes will be grammatical, typographical, and consequential in nature.
