Purpose: To seek approval of the draft LTP 4 and to proceed with public consultation on the draft as soon as possible.

Content: The draft plan was the result of five years of work which had been delayed by COVID, time taken with considerable stakeholder engagement and a delay in the issue of government guidance. The plan aligned with several other council strategies, including the Island Planning Strategy, Climate Change, Place Planning, Local Cycling and Walking Infrastructure Plans.   Comments made by members of the Committee would be taken on board and included in the draft document following consultation. It was noted that other nearby authorities already had Local Transport Plans in place, it was the last chance for the council to adopt a plan, and to have one in place would put the council in a good position with any future mayoral combined authority. Following consultation the report would be considered by the Policy Finance and Resources Committee, before going to Full Council prior to May 2026.   A number of comments and questions were raised. It was noted that some of the links in the document were incorrect, and some of the data had been superseded. Members hoped that these would be corrected prior to consultation. It was confirmed that although some of the data could be easily updated, some would take several weeks or months to amend and it was noted that other strategies had also used the same data. It was noted that the plan was to run for 15 years which would ample opportunity to amend as necessary and keep it up to date.   RESOLVED:   That the Committee approves the current draft ITP for publication.   And that the Committee approves the commencement of the public consultation in Autumn 2025.   Prior to the above actions being taken, the data is updated as much as it can be during the summer process and that the correction of the data is prioritised so that the data corrected first is that which is at variance with data which has already been used in other policy documents.
