Purpose: West Sussex County Council (WSCC) commissions the provision of Technology Enabled Care services for West Sussex. Technology Enabled Care is the use of convenient, accessible and cost-effective technology and/or digital products or services that allow people to monitor their own (or someone else’s) health and wellbeing, better self-manage their own health, perform tasks they would otherwise be unable to do and increase their safety by being able to alert others for support when required. The council’s provider of TEC services, NRS Healthcare Limited, has entered insolvency and this has necessitated that the council terminate the contract and therefore it will no longer be delivering this service on behalf of West Sussex County Council. This decision is urgent as arrangements need to be put in place to rapidly replace this provider to ensure continuity of service for West Sussex TEC customers for a minimum of two years. A full procurement process to reprocure these services and contract award will then follow. Due to the need for this matter to be determined as soon as possible, the decision maker has secured agreement from the Director of Law, Assurance and Insight and the Chairman of the Health and Adults Social Care Scrutiny Committee for this decision to be taken without 28 Days’ notice as per the County Council’s Constitution - Part 4, Section 1, Standing Order 3.57 (Regulation 11).

The Executive Director of Adults’ Services and Health has approved; (1) the direct award of contract to Livity Life Limited for the core TEC Service for an initial period of two (2) years commencing 1 August 2025, with the option to extend for up to one (1) further year if delivery and performance of the contract are satisfactory; and (2) the direct award of contract to BDS (Northern) Limited for the TEC Mobile Responder Service for an initial period of two (2) years commencing 1 August 2025, with the option to extend for up to one (1) further year if delivery and performance of the contract are satisfactory.
