Purpose: Ipswich Borough Council requires a legal and compliant vehicle tracking system in order to control, track and report on numerous high value assets. This will replace the current system. The TPPL Framework – TPPLHCCOP03 – Lot 7 – Telematics, has been used to identify suitable systems. This framework allows a direct award to our preferred supplier in our preferred specification, post system comparisons. The decision made is to procure a Vehicle Tracking System of the required specification from QUARTIX Ltd at a total cost of £60,240.00 + VAT, which is a 36-month contract + an additional 3 months FOC (39 months total). This includes: - 200 Vehicles/Plant tracking hardware fitted. - Removal of incumbent tracking hardware. - Software system with unlimited Managers for department specific vehicle tracking. - Vehicle Smart Phone check app for before use checks on all vehicles. - Manager Smart phone app to allow live tracking “on the ground”. - Vehicle Smart Phone defect app to report all faults. - Free system upgrades for the duration of the contract (all aspects including back of house system). The transport team undertook extensive market testing which included both functionality-based assessment, future proofing as well as meeting key requirements in support of Ipswich Borough Council and its ability to assess cost effectively: 1. Productivity of vehicles. 2. Carbon efficiency of vehicle use. 3. Time, distance and usage of individual vehicles. 4. Vehicle roadworthiness and operator check completeness. After numerous systems were engaged, QUARTIX was selected as the best overall value for Money taking into account functionality, user training, support, equipment installation cost, Contract length and additional reporting.
