Purpose: Summary Each year the Council needs to value 300-400 of its property assets to inform publication of its annual accounts.   This is a significant and specialised project for which, at present, the Council lacks the capacity and the expertise.   It is proposed to outsource all of the 300-400 valuations to external specialist valuers and to obviate the need to recruit such a specialist.   The Estates team has identified one such specialist supplier, Wilks Head and Eve, that services several other London local authorities for this purpose.   Decisions To approve an award of a contract for the annual statutory property valuation work to Wilks Head and Eve under the direct award procedure through the ESPO framework “the Framework”, incorporating the terms of the Framework. The contract will run for a period of 3 years with an option to extend the contract for up to 2 years, in one-year increments. The annual contract value is £45,000. Therefore, the total contract value is £225,000.   To provide authority to officers, in line with the scheme of delegation, to implement the required Framework contract requirements and deliver the associated monitoring arrangements.
