Purpose:

Content: Councillor Cowcher – Deputy Leader – Planning and Economic Development Portfolio   Consideration was given to a Standing Advice Note (SAN) on Affordable Housing. The SAN was not a policy document as such, but represented an information source, bringing together policy and practice at both national and local level, on a range of topics relating to affordable housing. It was recommended that the document be endorsed for use by all stakeholders involved in the delivery of affordable housing within the District.   The options available to The Cabinet were to approve the SAN as presented, to propose modifications to the SAN and then approve, or to refuse to approve the SAN.   Clarification was sought on point 14.8.2 of the SAN, and it was confirmed that this did not refer to instances where ownership and management were transferred to private management companies.   In response to a query regarding what weight could be given to the SAN in relation to the South Warwickshire Local Plan, and whether or not Warwick District Council had been involved in the drafting of the SAN, it was confirmed that the document was a reflection of the current policy and practice, and would form part of the SWLP gathering of evidence. Furthermore, the document was expected to evolve and be updated going forward, once improvements were identified.   Following which, it was                        RESOLVED:          (1) That the Standing Advice Note, attached as Appendix 1 to the agenda report, be approved as an information source for use by stakeholders and partners involved in the delivery of affordable housing across Stratford-on-Avon District; and   (2) That officers, in consultation with the Head of Development, be authorised to update and republish the Standing Advice Notice when required, as set out in the agenda report.   Note: In accordance with the Council’s Constitution, this item is not subject to call-in to the OSC
