Purpose: This report seeks authority to enter into a contract with Admiral Scaffolding Ltd, who were originally appointed by the previous developer of this project, before their administration and termination of the Forward Funding Agreement with LBE on the 20 February 2025, for the hire of the already erected scaffolding that encapsulates both blocks A & B which are twelve storeys in height, consisting of 125 partially built apartments at the Former Southall Market Carpark.   The hire of the scaffolding will be for an initial period of 12 months, with the potential to extend the hire period by a further 6 months, to allow for investigation, repair, and soft market testing, which was approved by Cabinet on 20 November 2024.
