Purpose:

Content: The Committee considered a proposed Procurement Strategy. The Corporate Director – Finance and Resources presented the report and explained that the Council had recently adopted a revised Procurement Code, which sets out the rules governing procurement activity.  The proposed Procurement Strategy established guiding principles that Council services should adopt when undertaking procurement activity. The Procurement Code forms part of the Council’s Constitution.   The Corporate Director responded to questions and comments from Committee Members. Two specific issues were raised - electrical supply from renewable sources and fair tax – and the view was expressed that the Strategy can be used to build on the Council’s commitments in these areas. The Corporate Director stated that regard should be had to the scale of the contract, but in principle these issues can be considered.   Committee Members expressed support for the Strategy, as submitted.   RESOLVED: That the Committee agree to recommend to Council the adoption of the Procurement Strategy 2025-28 set out in Appendix 1 to the report.
