Content: Proposal Description: Item 8: Erection of a two-storey dwelling with associated parking, and landscaping on surplus land at Peter Symonds College, off Bereweeke Way, Winchester   The application was introduced. Members were referred to the Update Sheet which set out in full the following:   (i)             Changes to Condition 6 to read:   Prior to development above slab level a scheme of landscaping of the site shall be submitted to and approved in writing by the Local Planning Authority.  This scheme shall include:   (a)      planting specification; (b)      areas for hard surfacing and the materials to be used; (c)      other means of enclosure; (d)      establishment and maintenance schedule covering the first five years following the completion of development; and (e)      the timing of the provision of the landscaping proposals   No development shall take place unless these details have been approved and then only in accordance with those details.   If within a period of 5 years from the date of the planting, if the tree is removed, uprooted or destroyed or dies (or becomes in the opinion of the Local Planning Authority seriously damaged or defective) another tree of the same species and size as that originally planted shall be planted at the same place within the next planting season, unless the Local Planning Authority gives its written consent to any variation.   During public participation, Stuart Fawkes spoke in objection to the application and Kay Collins spoke in support of the application and answered Members’ questions thereon.   The Committee proceeded to ask questions and debate the application.             RESOLVED:                       The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the Report and the         Update Sheet.
