Content: Officers introduced the report. Cabinet noted the correction on the front page of the above report under the Lead Officers section to read Executive Director of Growth, Naisha Polaine. Cabinet Members agreed the following amendments to recommendations 2, 3, 4 and 5 as follows: 2. Delegate authority to the Executive Director of Environment Growth, in consultation with the Cabinet Member for Environment and Climate Change Leader and the Executive Director of Resources (S151 Officer), to issue the Notice to Proceed to Stage Two of the Replacement Waste Transfer Station Main Works Contract to McLaughlin & Harvey Ltd, subject to satisfactory completion of external assurance work from appointed experts Turner & Townsend as described in section 11.10, and subject to costs remaining containable within the allocated budget. 3. Authorise the commencement of the procurement for project management and technical expertise for the project up to a value of [as per exempt report]. Furthermore, Cabinet delegates authority to the Executive Director of Environment Growth, in consultation with the Executive Director of Resources (S151 Officer) and the Cabinet Member for Environment and Climate Change Leader, to award the contract(s) and make all necessary arrangements for the preparation, agreement, finalisation of the specification(s) and contractual terms. Authorise the commencement of the procurement for the shadow technical team (including the NEC Supervisor appointment) for the project up to a value of up to [as per the exempt report]. Furthermore, Cabinet delegates authority to the Executive Director of Environment Growth, in consultation with the Executive Director of Resources (S151 Officer) and the Cabinet Member for Environment and Climate Change Leader, to award the contract(s) and make all necessary arrangements for the preparation, agreement, finalisation of the specification(s) and contractual terms and any necessary interim arrangements pending the final decision. Delegate authority to the Executive Director of Environment Growth, in consultation with the Cabinet Member for Environment and Climate Change Leader, to make all necessary arrangements for the preparation, agreement, finalisation of the specification and contractual terms with third parties and designated suppliers necessary for the delivery of the works, as outlined in section 1.9. This includes authority to negotiate and enter into any additional agreements required to give effect to this recommendation. DECISION: It was therefore RESOLVED that Cabinet: 1. Authorised the increase to the overall budget to deliver the Replacement Waste Transfer Station at Geron Way by £9.150m which will bring the total budget to £51.116m. 2. Delegated authority to the Executive Director of Growth, in consultation with the Leader and the Executive Director of Resources (S151 Officer), to issue the Notice to Proceed to Stage Two of the Replacement Waste Transfer Station Main Works Contract to McLaughlin & Harvey Ltd, subject to satisfactory completion of external assurance work from appointed experts Turner & Townsend as described in section 1.10, and subject to costs remaining containable within the allocated budget. 3.
