Purpose:

Content: The proposals to be advertised and any objections to be the subject of a report to Cabinet. If there are no objections the Head of Highways & Engineering and the Head of Legal Services be authorised to make and implement the Order. The ‘South Yorkshire Police Mounted Section’ (SYPMS) is based at Ring Farm, Carrs Lane, Cudworth and are reporting vehicle access/egress issues from their premises.   Ring Farm is accessed directly off a narrow section of Carrs Lane with no current waiting restrictions, or footways. This section of Carrs Lane is not residential and continues south into the countryside to access a water treatment works and farm. Carrs Lane eventually ‘dead-ends’ towards Lund Lane, Lundwood.   The SYPMS have reported that the approach to Ring Farm, and the entrance gates, is frequently obstructed by members of the public parking vehicles along Carrs Lane on one side (either side) of the road. Whilst parking is not controlled or prohibited, drivers are frequently not leaving sufficient road width to allow larger vehicles to pass.   The frequency of the obstructions has increased since a nearby Bar and Café opened further south along Carrs Lane on Burton Abbey Farm; the access to which is an uneven gravel single-track lane.   Due to the size of the Mounted Section vehicles, there has often been insufficient road space to access or egress from the entrance gates. This has hindered and prevented the operational effectiveness of SYPMS and the site itself, which is operational 24hrs a day, 7 days a week.   To address the situation, it is proposed to introduce waiting restrictions to parts of Carrs Lane on the approach to Ring Farm. Engineering and other regulatory measures, such as bollards, buildouts, or vehicle access restrictions were considered and deemed to be too impactive on the width of the available road space, and the movements of other road users.
