Purpose: To seek Cabinet approval for the arrangements to increase capacity to manage Deprivation of Liberty Safeguards applications.

Content: Cllr Dr Kate Usmar sought approval for the arrangements to increase capacity to manage Deprivation of Liberty Safeguards applications.     Having considered all of the information, Cabinet noted the report and RESOLVED to:       1.              Approve the spend of up to £1,000,000 allocated to the Deprivation of Liberty Safeguards (DoLS) Service from the Improvement/Investment fund (available from the ASC Transformation and Investment budget) to manage the backlog of DoLS applications and fund the proposed DoLS assessment contract described in Recommendation 2 below;   2.              Delegate authority to the Executive Director of Adult Social Care, Wellbeing and Communities, in consultation with the Cabinet Member for Adults’ Support and Independence to:   ·       conduct a competitive procurement process in respect of a contract for the supply of Deprivation of Liberty Safeguards assessments. The proposed contract shall continue for an initial period of 1 year and include an option to extend its term for a further period of not more than 1 year.   ·       Award the above contract to the preferred tenderer; and   ·       Determine whether to exercise the above option to extend the term of contract for a further period of not more than 1 year on the expiry of the initial 1-year term.
