Content: 2        CONTAMINATED LAND INSPECTION STRATEGY 2025 -2030 – The Director: Communities submitted a report seeking approval for the Contaminated Land Inspection Strategy 2025 – 2030 and for the strategy to be published on the council’s website.   The UK had an extensive legacy of historical contaminated land due to its long industrial heritage. North Lincolnshire was known for its steel making, associated industries and agriculture. The council needed to have an organised and planned strategic approach, to ensure that the council ambition on safe and healthy outcomes for people and place could be delivered.   Under Part 2A of the Environmental Protection Act 1990, which came into force in April 2000, a duty was placed on councils to identify and inspect potentially contaminated land. This must be done in a rational, ordered, and efficient way, in accordance with a written strategy.   The statutory guidance stated that the council should formally adopt and publish a written Contaminated Land Inspection Strategy (CLIS) and keep it under periodic review to ensure it remained up to date.  The council’s first CLIS was published in June 2001 and had not been updated since.  The CLIS required updating due to various changes in contaminated land policy, regulation and guidance since the original document was produced.    The current Strategy was written in 2001 in accordance with statutory guidance that had been published in 2000. Approximately 3198 sites had been identified as being potentially contaminated land and requiring further consideration and detailed inspection.   The report set out details of changes within the statutory guidance.   In carrying out its statutory duties, the council would aim to work with landowners and other stakeholders to ensure proportionate measures are taken to manage potential risks from land contamination.   Resolved – (a) That the Contaminated Land Inspection Strategy 2025 -2030 be approved, and (b) that relevant feedback be incorporated into the report and officers produce the final document for publication.
