Purpose:

Content: The Director of Economic Development and Planning submitted a report seeking approval for the purchase of additional housing units in the Borough to be used as affordable properties.   The report provided details of a property in Clitheroe which was available to purchase for which the Council had previously held nomination rights. A number of the current residents had secured accommodation via the Council’s affordable housing waiting list. It was proposed that the property be purchased utilising S106 contributions in order to provide affordable rental units. Subject to approval to purchase, a full survey would be undertaken to establish any necessary renovation works required in advance of a registered provider taking over the management of the property.   RESOLVED THAT COMMITTEE:   1.    Agreed to purchase additional flats within Clitheroe, as detailed in the report, to be used as affordable rented units.   2.    Requested that Policy and Finance Committee amend the capital programme to fund the purchase from S106 contributions.   3.    Delegated authority to the Director of Economic Development and Planning, in consultation with the Chair of Health and Housing Committee, to negotiate the purchase price of the flats.   4.    Authorised the Director of Director of Economic Development and Planning to undertake a full survey of the property and seek options for the future management of the flats. Full details will be reported back to this Committee.
