Content: Speaker – Mr Paddy Whur   Applicant – Grant Mizon   Location and Proposed Development – BVSMNT venue (former Darwen Windows Ltd), Borough Road, Darwen Material Amendment for: Removal of Condition No. 3 "notification of operational use commencing"; Variation of Condition No.5 "opening hours"; and variation of Condition No. 6 “noise limitation”, pursuant to planning permission 10/23/0896 "Proposed change of use of lower ground floor from vacant mill to a Live Music Venue (Sui Generis use) and removal of a section of link building." – to secure permanentpermission; to amend opening hours to: Monday to Thursday open from 18:30 - 23:00, Friday open from 17:00- 03:00; Saturday open from 16:00 until 03:00, and Sunday/Bank Holidays open 16:00 until 03:00; and to amend noise limitation.   Cllr Brian Taylor did not vote on the item due to his Declaration of Interest   Decision under Town and Country Planning Acts and Regulations –   RESOLVED – Approved subject to the conditions highlighted in the Director’s Report with a resolution that the proposal to amend Condition No5 “opening hours” was until 2am and not 3am (Friday, Saturday, Sunday/Bank Holidays).
