Content: The report sets out the work programme proposed to prepare the waste and recycling operations at SEESL for new food waste collections in 2026 and presents plans for communications and engagement with residents, for Cabinet’s approval. (Key-decision): 1) To approve proposals to provide compostable caddy liners to households. 2) To approve outline plans for the pilot and roll out of the new service. 3) To approve the public engagement plans presented. 4) To note the requirement for the variation of the Council’s contract with SEESL (South East Environmental Services Ltd) so that SEESL can deliver the new service. 5) To authorise the Director Tourism and Place, in consultation with the Cabinet Member for the Regulatory Services, Staff and Performance, Enterprise and the Section 151 Officer (Director of Finance and Performance): (i) To carry out all necessary actions to negotiate and agree suitable variations to the Council’s contract with SEESL; and (ii) To sign or authorise the execution of all necessary documentation for the implementation of the new service by SEESL. 6) To authorise the Director of Tourism and Place, in consultation with the Cabinet member for Regulatory Services, Staff and Performance, Enterprise, to develop and progress operational plans to implement new service arrangements from Spring 2026.
