Purpose: A new Performance Management Framework which sets out how the council intends to manage organisation performance has been considered. As part of this, refreshed corporate performance indicators are proposed to track the council’s progress with the Corporate plan 2024-28.
Content: A new Performance Management Framework which sets out how the council intends to manage organisation performance has been considered. As part of this, refreshed corporate performance indicators are proposed to track the council’s progress with the Corporate plan 2024-28. Cabinet approved the proposed approach to monitoring and reporting on corporate performance at Thanet District Council that was set out in the Cabinet report. This included: A new Performance Management Framework; 2. The adoption of 40 Corporate Performance Indicators; 3. Production of quarterly Corporate Performance reports to be produced for the Cabinet and Overview and Scrutiny Panel to review; 4. Production of an end of financial year summary report. It is good practice for councils to provide transparent oversight of how they are performing in key services. This helps to demonstrate to local people that the things they care about are being prioritised and provides a tool for accountability. The previous corporate performance indicators have been refreshed to reflect the council’s Corporate Plan 2024-28 and will track performance against the five Corporate Priorities. The alternative is not to adopt the proposed corporate performance approach and thereby not to publicly report on the progress with the proposed 40 Corporate Performance Indicators. This was rejected on the basis that it is considered good practice for local government to provide public oversight of its performance in key service areas. It would also not fulfil the commitment given to report on progress with the five priorities set out within the council’s implemented Corporate Plan. The Cabinet also considered implementing an amended version of the corporate performance approach and/or requesting different or additional performance indicators. However, the approach and indicators proposed within this report were included based on data which is actively monitored within the relevant service area. It could be possible for new data sets to be developed, but this would have to be undertaken in consultation with the service area to ensure it is possible to collate and monitor this information. If any changes or additions are proposed, they will be identified within future corporate performance reports for consideration.
