Content: It was agreed that the application be referred to Infrastructure Services Committee for determination, with Formartine Area Committee remaining neutral and providing the following comments:   a)    The desire of the applicant to work 7 days per week for 3 years would have a huge impact on the health of neighbouring properties, noting that 12-hour working days were long, b)    It would be helpful to have clarification around any essential lighting required for working hours in the winter months, and what impact this would have on neighbouring properties and wildlife, c)    It would be helpful to have a condition stipulating that the applicant specified a named contact or had a plan for regular communication with the local Community Council and those impacted by the development, d)    The Committee should look at the size and scale of the development and ask officers to consider Community Wealth Building if the development goes ahead, e)    The residual effects of the development in terms of cumulative impact should be considered, and f)      It was strongly recommended that Infrastructure Services Committee undertake a site visit to assess the road network, visual impact, and impact on the character of the surrounding area and amenity.
