Purpose:

Content: Ms Fiona Dunning, Consultant Planner, presented the report.  Ms Dunning advised that a further 2 responses had been made as per the Addendum report.   The Committee heard from Mr Dupree objecting to the application.                                                                                    Ms Gunn from R16 Residents addressed the Committee giving reasons why they were objecting to the application.   The Committee then heard from the Agent, Mr Ward, supporting the application.   Ward Councillors were present at the meeting and the Committee heard from Cllr Mayo, Brentwood North and Cllrs Lewis, Davies and Aspinell from Pilgrims Hatch.  The Ward Councillors were opposed to the development and cited proximity to the A12, unsuitable housing mix, poor air quality, traffic noise and pollution, impact on wildlife and lack of appropriate road safety measures as reasons for not supporting the application.   Members raised issues concerning the unmet parking standards.   Officers advised that whilst there were minor deviations from planning policy, there were benefits to the scheme that overall they considered tipped the planning balance in favour of them supporting the proposal.   Following a full discussion Cllr M Cuthbert MOVED and Cllr Dr Barrett SECONDED a motion to APPROVE the application.   A vote was taken and Members voted as follows:   FOR: Cllrs Baldock, Barber, Dr Barrett, M Cuthbert, N Cuthbert, Gelderbloem, Gorton, Mynott, Naylor, Patel, Rigby (11)   AGAINST:  Cllr Murphy (1)   ABSTAIN: (0)   The application was APPROVED subject to the completion of  a Section 106 Agreement and Conditions.
