Content: Councillor L Worrall introduced the report to Cabinet. “Devolution is our moment to shape the future of Essex on our own terms. By creating a new Greater Essex Combined Authority covering Essex County, Southend, and Thurrock—we unlock the power to lead our region’s growth with ambition and purpose. Led by an elected Mayor, this authority will draw down funding and powers from Government, allowing us to tackle challenges and seize opportunities—from transport and skills to housing, regeneration, and the environment. Key powers include: Becoming the local transport authority Taking on police, fire, and crime commissioner functions from April 2027 Influencing adult skills funding from August 2027 But just as vital are the broader powers to drive strategic planning, improve health outcomes, boost employment, and represent Greater Essex on the national and international stage. This report updates Cabinet on our progress and seeks agreement to signal to government that we are content for regulations to be laid in Parliament to formally establish the authority in 2026. Earlier this month the Corporate Overview and Scrutiny Committee reviewed the proposals, raised thoughtful questions, and endorsed the recommendations. This is our chance to lead—not be led. To build a future shaped by Greater Essex, for Greater Essex. I’m proud to present this report and ask for your support to move forward with devolution for Greater Essex.” Councillor J Kent commented that it is an awful long time in the making. The UK is over-centralised and devolution will move power and responsibility and decision-making closer to the communities affected by them. Councillor J Kent stated that he was against LGR being dealt with at the same time as devolution and devolution is critical and will always be over-shadowed by LGR. The economy of Essex doesn’t work as well as it could and it could be 17% bigger. This would mean more jobs and more money is peoples pockets. We need to be clearer in our aims and asks of the new combined authority. We need to be thinking now about those who work in adult skills and thinking about how to involve the voluntary sector and community groups. Councillor J Kent stated that he endorsed the recommendation and this is good news for the people of Thurrock. Councillor V Holloway commented that she has seen how strong other parts of the country have become through devolution. There is a need to involve residents with devolution as much as we have done with LGR. Councillor V Holloway stated that she welcomes and supports the recommendation. Councillor L Watson agreed with Councillor J Kent and Councillor V Holloway that Devolution is lost with LGR. Business don’t care about LGR, they care about Devolution and what the Mayor can unlock for them. RESOLVED: 2.1Cabinet considered and consented to the laying and subsequent making of the Greater Essex Combined County Authority Regulations 2026 (subject to Parliamentary approval) 2.2Cabinet delegated authority to the Assistant Chief Executive in consultation with the Leader of the Council and the Chief Executive / Managing Director Commissioner to approve any required changes to the draft regulations, and consent to the final version, prior to laying before Parliament 2.3Cabinet noted the progress made on the devolution programme since the last report to Cabinet in March 2025.
