Content: Councillor L Worrall introduced the report. “Last year this Council unanimously agreed the Corporate Plan. I am pleased to bring this latest iteration of our pivotal guiding Plan which I believe demonstrates the Council’s continued improvement journey. The Plan is an important part of demonstrating our commitment to being accountable to residents on what we are delivering for Thurrock. It sets out a clear direction for staff who are at the heart of making sure change and delivery happens at Thurrock Council. In response to our statutory directions from the government, we have incorporated the Improvement and Recovery Plan into this single document - we now have one simple and holistic Plan for the Council – always better to be joined up if you want clarity. The messages in the Plan have been refocused and written through a co-designed approach with staff. Officers from all services have feed into the review, further strengthening its accountability at an officer level and embedding the golden thread to ensure we deliver on the promises we have made. However, as you will notice the Plan isn’t a wholesale overhaul, it keeps the integrity of the commitments we made last year, and continues to include the priorities which we agreed were important: Ø Financial stability, Ø improvements in data and digital, Ø making it easier for our residents to interact with us, Ø locality-based working with a focus on prevention and Ø setting out a place proposition for Thurrock. This last priority becomes even more important in the context of the changing local government landscape and ensures we can advocate clearly on behalf of our residents in a new mayoral and unitary authority. I welcome Cabinet Members comments and feedback, and ask Cabinet to support that this Plan is recommended to Full Council for adoption.” Councillor V Holloway commented that the Corporate and Improvement plan isn’t always the most exciting document but it is a really important document as it sets the ground work for us to be accountable. Councillor V Holloway thanked officers and staff for ensuring the document speaks to them too. RESOLVED: 2.1Cabinet agreed to the Corporate and Improvement Plan 2025-2029 and recommended its adoption to Full Council on 22 October 2025 as part of the constitutional Policy Framework.
