Purpose:
Content: The Committee considered the work programme (circulated previously). In response to questions from the Committee, the Head of Governance advised the following; · That following the recommendations of the Local Government Association Peer Review, meetings with the Chairs of the Governance, Strategy and Resources and Policy Development Committee would be scheduled to discuss and co-ordinate work programmes. · Training would be provided for the Committee to support its scrutiny role and how to undertake effective scrutiny. It was proposed that the training would be provided by the Centre of Governance and Scrutiny. · The Committee’s name would change following the change in the Constitution to be approved by Governance Committee and Council in September 2025 and would then be renamed as the Scrutiny and Policy Development Committee. The scheduling of Strategy and Resources and Scrutiny and Policy Development Committee meetings would change from April 2026. The Committee requested that the scrutiny training include examples of best practice from different models of scrutiny, areas that could be scrutinised and subjects that other Councils had scrutinised previously to be enable the Committee to have a broader understanding of its scrutiny role. RESOLVED that a Pannier Market Working Party be appointed consisting of up to five Councillors which included Councillors Biederman (chair) and Dawson to review the commercialisation strategy of the Barnstaple pannier market and that the terms of reference to be approved at the next meeting of the Committee.
