Purpose:

Content: The Assistant Director of Property and Development Projects submitted a report to seek approval to appoint an architect to undertake a concept design and cost plan up to RIBA (Royal Institute of British Architects) Stage 3 for proposed works at the Marine Hall Waterfront Bar.   Decisions   The Resources Portfolio Holder agreed:   ·       That approval is given to appoint Cassidy & Ashton architects to complete design works for the Waterfront Bar to RIBA Stage 3 at a cost of up to £40,000 plus VAT.   ·       That approval is given to procure Cassidy & Ashton architects under the exemption to Contract Procedures contained within the Financial Regulations and Financial Procedure Rules; on the grounds that exemptions may apply where “goods, works or services constitute an extension of variation of an existing contract, or are required urgently, or the goods/materials, works or services consist of repairs to, or the supply of parts for, existing proprietary plant or equipment”.   ·       That approval is given to allow the Director of Communities to negotiate further reasonable fees, in consultation with the S.151 Officer, if required for further works to be undertaken by Cassidy & Ashton in relation to the Waterfront Bar.
