Content: Consideration was given to a report of the Leader which set out details of a joint submission to the Minister of State for Local Government and English Devolution in relation to proposals for Local Government Reorganisation (LGR) in Hampshire and the Isle of Wight.   Since the approval of the interim plan by Council in March, Test Valley Borough Council had worked with other Councils in Hampshire and the Isle of Wight to undertake a detailed appraisal of options to develop the final proposal with three options. The proposal has been informed by extensive engagement with communities and partners.   The submission fulfilled the Government’s request that each principal local authority in the Hampshire and Solent area submit a proposal for LGR by 26 September 2025.   Having considered the options and for the reasons set out in the report, the recommendations were proposed by Councillor P North, seconded by Councillor Flood and Cabinet agreed to the following:   Resolved: 1.  That the proposal for Local Government Reorganisation in Hampshire and the Isle of Wight, as attached as Annex 5 to the report and including this Council’s primary support for option 1, be approved for submission to Government. 2.  To delegate authority to the Chief Executive, in liaison with the Leader of the Council, to make any typographical amendments to the full proposal, in consultation with the other 11 councils, in advance of submission to the Government.
