Purpose: To outline interim arrangements for the Management Team ahead of a team restructure

Content: To outline interim arrangements for the Management Team ahead of a team restructure :  Interim arrangements for Neighbourhood Services Management Team     To approve interim staffing arrangements for the Neighbourhood Services Management Team following a number of leavers and ahead of a full team restructure. Approval is also sought for an extension of a further 3 calendar months should the wider restructure not be completed within the identified timescale To outline interim arrangements for the Management Team ahead of a team restructure   A restructure of the Neighbourhood Services Management Team is currently underway. In the meantime, the departure of key members of staff (Systems and Improvements Officer, two Supervisors and Public Space Manager) has resulted in the need to implement interim arrangements to ensure the efficient operation of management arrangements until the restructure process is complete. Systems and Improvement Officer – Following a short recruitment process a full time secondment has been offered for six months to the whole team and filled by one of the current Admin Assistants. A full-time agency backfill arrangement will be arranged to cover the Admin Assistant role. Public Space Manager – These duties are being split between other officers as listed below, Honorariums will be paid to those stepping up at items 2, 3 and 4 below. 1.     The Assistant Director will pick up some of the more strategic work. 2.     Management of the Berry Hill Park development project is to be covered by the Parks Development Officer (Employee Number XXXXX) (Honorarium payable). 3.     Management of a number of other key projects is being picked up by the Customer and Operations Supervisor (Employee Number 016290) (Honorarium payable). 4.     Some operational duties will be undertaken by an existing Supervisor (Employee Number XXXXX) (Honorarium payable) 5.     In order to free up enough capacity for the Customer and Operations Supervisor to operate effectively, supervision of the Customer Liaison and Admin teams will be picked up by one of the current Customer Liaison Officers (Employee Number XXXXX) (Honorarium payable) 6.     20 hour p/w of agency backfill will be required to cover some duties of the Admin Assistant who is stepping up (point 4 above) 7.     Supervisors – Two six-month secondments to the vacant Supervisor posts have been offered to operational staff (Employee Numbers (XXXXX and XXXXXX) . The operational vacancies will be backfilled using agency staff. 8.     Under Agency Recruitment Process there is a requirement to engage with Trade Unions, this process has been completed for all relevant posts.   9.     Interim arrangements will remain in place for a minimum of six months, backdated to 17th July. Approval is also sought for an extension of a further 3 calendar months should the wider restructure not be completed within the identified timescale.   A number of structure proposals were considered as part of this process, however the one proposed enables the most potential for maintaining and improving service levels, whilst also delivering a modest saving
