Purpose: To: (i) Consider the comments received following the formal advertisement of Traffic Regulation Orders (TROs hereafter) proposing the introduction of a prohibition of a U-turn at the A3102 Calne bypass and Stanier Road and to recommend a way forward. The features discussed in this report relate only to those proposed in Calne.
Content: To: (i) Consider the comments received following the formal advertisement of Traffic Regulation Orders (TROs hereafter) proposing the introduction of a prohibition of a U-turn at the A3102 Calne bypass and Stanier Road and to recommend a way forward. The features discussed in this report relate only to those proposed in Calne. Following consultation with officers I give notice that I intend to make the decision to implement the proposals as advertised. If you would like to make any representations to me on this issue please do so by 9 October 2025. The proposal forms part of a wider A3102 safety scheme. This has originated from the Department for Transport (DfT) who have highlighted, through an International Road Assessment Programme. (IRAP) model, areas across the A3102 that require improvement to improve safety and reduce the risk of collisions. The primary objective of this proposal and the wider project it is associated with is to enhance road safety for all users by reducing the fatal severe injury (FSI) rate over a 20-year duration. The improvement to the road aims to reduce the severity of the injuries instead of aiming to reduce the number of crashes occurring. The proposals are in accordance with Theme 3 in Wiltshire Council’s Business Plan 2022-2032. To: (i) Implement the proposals as advertised. (ii) Amend the proposals in consideration of the comments received. (iii) Abandon the proposals. Consultation has been undertaken with: • The elected Wiltshire Council Members representing Calne, through the statutory TRO consultation process. • Calne Town Council through the statutory consultation process • Emergency services through the statutory consultation process • Members of the public and local residents, through the statutory consultation process. TROs proposing the prohibition of a U-turn on the A3102 Calne bypass and Stanier Road, were formally advertised for comment on 25th of June 2025. The Council's closing date for the receipt of objections or other representations to the advertised TROs, together with the grounds on which they were made, was 16 July 2025. During the consultation period, a total of eight items of correspondence were received in response to the Council’s proposal. All eight items were, at least in part, related to the proposed prohibition of U-turns on the A3102 Calne Bypass and Stanier Road. Seven of the eight items also raised issues outside the scope of the Council’s proposal. Of the eight items, six were from residents opposed to the prohibition of U-turns (including one comment of opposition supported by a Councillor), one item supported the scheme, and one was a duplicate objection.
