Purpose: The report is asking for a decision regarding the expansion of special educational need school, Dorin park, via a satellite site at Upton-By-Chester High School.

Content: The report is asking for a decision regarding the expansion of special educational need school, Dorin park, via a satellite site at Upton-By-Chester High School. That the proposal to permanently expand the number of places at Dorin Park School via a satellite site at Upton-by-Chester High School be approved. 1)           The proposal will provide additional permanent provision which will enable children to access mainstream lessons as well as a social experience for young people who would also benefit from mainstream opportunities, such as the school diner, year group assemblies and use of shared playground spaces.   2)           The proposal has been established on a temporary basis since September 2024 and has operated successfully.    3)           The expansion of Dorin Park via satellite site will allow places to become available at the original Dorin Park site, accommodating additional children in need of SEN provision. 1)           No other sites have been identified as options to expand Dorin Park as a satellite site.   2)           The option to not expand Dorin Park would have a detrimental impact on the Council being able to fulfil its statutory duty of providing sufficient SEN school places.
