Purpose: The Revenues & Benefits shared service currently utilises an e-billing platform provided by Publisure who we have worked with for a long time. Publisure sits in between the Council and our external mailing house AdareSEC. As well as providing our current e-billing platform, Publisure also provides software that allows user friendly templates and consolidates post across all services before sending a print file to AdareSEC who then print and send the letters. Attempts to increase the number of e-billing service users have been made over the years, however, take up has been low as the current system is quite cumbersome – relying on the use of a PIN number to access correspondence. At annual billing time and throughout the year, the admin team are inundated with requests for reminders of forgotten PIN numbers. The current system is also admin heavy in terms of setting up users as this is a back-office manual process.
Content: Resolved – That the Cabinet Member for Resources approved the Council entering into a three year contract with Publisure at a total cost of £48,300, for the delivery of an enhanced e-billing system.
