Purpose:

Content: The Committee received a report on the Managing Director’s use of Urgency Powers in consultation with the Chair and Vice-Chairs to make an adjustment to the capital programme in respect of the Astwood Crematorium Project.   The Corporate Director – Operations, Homes and Communities explained that the maximum budget approved for this Project was £2,674,000. The cost proposal submitted by the preferred main works bidder exceeded this by £731.00p. In order to ensure that the main works contract could proceed in accordance with the project timetable, Group Leaders were asked at the Major Programmes Member Reference Group meeting on 11 August 2025 to accept the preferred bidder’s submission.   In accordance with the Council’s decision-making process, in the absence of an upcoming Policy and Resources Committee, Managing Director Urgency Powers were utilised to adjust the capital programme accordingly.   Group Leaders were unanimous in accepting the preferred bidder’s submission, noting that a detailed costs breakdown had been provided which included a low level of provisional sums, supported by a detailed and robust project delivery programme. Both these points provided assurance in respect of costs and delivery timescales.   RESOLVED: That Committee note the Managing Director’s use of Urgency Powers in consultation with the Chair and Vice-Chairs of Policy & Resources Committee to make an adjustment to the capital programme of £731.00p in respect of the Astwood Crematorium Project.
