Decision Maker: Head of Leisure & Culture ([email protected])
Outcome: Recommendations Approved
Is Key Decision?: No
Is Callable In?: No
Purpose:
Content: To approve the award of a contract for the development of a new Active Wellbeing Strategy and Active Wellbeing Facilities Investment Strategy (the ‘Contract’) to the supplier identified and at the cost outlined in the exempt appendix. To finalise the terms and conditions of, and to approve the entering into of, the Contract in consultation with the Head of Legal and Democratic Services. The new strategies are essential for the Council to be fully prepared for and run a successful procurement process that will award the new leisure contract for the district in 2027 and deliver on the vision to pivot the leisure offer to a wider active wellbeing market. The cost of the contract is less than £100,000. Alternative consultancy organisations were approached through a formal procurement process to deliver this vital work with the outcome being that the supplier identified in the exempt appendix was successfully appointed. Alternatives considered included: Not to appoint a consultant; To complete the work with internal resources; or To repeat the RFQ process. All options were rejected on the basis of the high-quality submission that was received, the strategic importance of the work and the lack of capacity within internal resources to complete the work to the required timescales.
