Purpose: Annual Report on Treasury Management Activity and actual Prudential Indicators 2024/25
Content: The Chair of Audit & Standards Committee, Councillor Hughes introduced the report and highlighted the following key points: The Council complied with the CIPFA Treasury Management Code of Practice and the Prudential Code of Capital Finance in Local Authorities, with delegated authority to the Audit and Standards Committee. Council had approved the Treasury Management Strategy Statement for 2024-25 at its meeting on 22 February 2024. During 2024-25, the interest rate had fallen from 5.25% to 4.5%. Table 1 of the report detailed borrowing of £101.5m and investments falling from £45.5m to £43m during 2024-25. Appendix A outlined the return on investments including narrative on longer term investments which had contributed a return of £257k at a rate of 2.57%. Specific references was made to the Lothbury and Hermes Property Fund investments, including the total revenue received from these funds since 2020. Councillor Turner queried the progression of appointing an Independent Member. Councillor Hughes confirmed that the recruitment process has begun and whilst the Councils Constitution only required one Member, CIPFA recommended two. Subject to the level of interest and the recruitment process, two Members could be appointed if suitable candidates were identified. Proposed by Councillor Hughes and seconded by Councillor Braun. On being put to the vote, the Motion was carried unanimously. RESOLVED To approve the treasury management activity annual report for 2024/2025 and the actual Prudential Indicators.
