Content: 1.    To consider representations made to the advertisement of a Traffic Regulation Order (TRO (in relation to proposed waiting restrictions on the following roads in Warminster, and to recommend an appropriate way forward.   ·       The Beeches ·       Christchurch Terrace Following consultation with officers I give notice that I intend to make the decision set out in the attached report. If you would like to make any representations to me on this issue, please do so by 29 October 2025. 1.    Implementation of these waiting restrictions will help to address road safety concerns on roads outside the school, access for residents, service vehicles and emergency services in these locations.   2.    The proposals are in accordance with priorities 2 and 3 in Wiltshire Council’s Business Plan 2022 – 2032.   3.    The proposals have the support of Sambourne Primary School. 7.       To:   (i)     Implement the proposals as advertised.   (ii)   Implement the proposals as advertised with amendments i.e. remove proposed waiting restrictions on Christchurch Terrace.   (iii)  Abandon the proposals. 1.    Consultation has been undertaken with:   ·       The elected Wiltshire Council Members through the statutory TRO consultation process ·       Members of the public through the statutory TRO consultation process   2.    The waiting restrictions were subject to formal consultation between 13th June 2025 and 7th July 2025. During the consultation period a total of three items of correspondence were received in response to the Council’s proposals. Two items objected to the advertised proposals, and one was in favour.   3.    One respondent objected to the proposed ‘No Waiting’ restrictions as believed this measure will only displace existing parking issues to other locations outside the proposed restrictions.   4.    Another respondent also objected to the proposed restrictions since they live far away from the school, they have no other option than to park outside the school especially on poorer weather days.   5.    Another respondent supported the proposals saying parents are not parking considerately and it’s not safe for pedestrians at the present. As a parent myself, but also ex-governor and member of staff more needs to be done to restrict the parents parking around the school.

Date of Decision: October 22, 2025
