Content: To consider representations made to the advertisement of Traffic Regulation Orders (TRO) in relation to proposed waiting restrictions on the following roads in Melksham, Melksham Without and Semington, and to recommend an appropriate way forward.   ·       Avro Way Barnes Wallis Close Canal Bridge Kenilworth Gardens Lancaster Road Lysander Road Maitland Place Merlin Way Mitchell Drive Newall Road Pathfinder Way Portal Road Skylark Road Swift Way Union Street Waverley Gardens Westinghouse Way Westlands Lane Woodstock Gardens Following consultation with officers I give notice that I intend to make the decision set out in the attached report.  If you would like to make any representations to me on this issue, please do so by 29 October 2025. Implementation of these waiting restrictions will help to address road safety concerns raised to the Melksham LHFIG on behalf of Melksham Town Council, Melksham Without Parish Council and Semington Parish Council and the local community, by improving visibility to junctions and access for residents, service vehicles and emergency services in these locations.   The proposals are in accordance with priorities 2 and 3 in Wiltshire Council’s Business Plan 2022 – 2032.   The proposals have the support of the locally elected members, Melksham Local Highway & Footway Improvement Group and Area Board. To:   (i)             Implement the proposals as advertised.   (ii)            Implement the proposals as advertised with amendments.   (iii)          Abandon the proposals. Consultation has been undertaken with:   The elected Wiltshire Council Members through the statutory TRO consultation process  The elected members of Melksham Town Council, Melksham Without Parish Council and Semington Parish Council through the statutory TRO consultation process Emergency services through the statutory TRO consultation process  Members of the public through the statutory TRO consultation process Melksham Local Highway and Footway Improvement Group   The proposed changes were subject to formal consultation between 16th May 2025 and 6th June 2025. During the consultation period a total of twenty-three items of correspondence were received in response to the Council’s proposals.   Eight of the twenty-three comments received have been considered as objections.   Twelve expressed support or partial support for the Council’s proposals.   Three submitted general comments suggesting changes at other locations.    The proposals have been developed following prioritisation by Melksham Local Highways & Footway Improvement Group (LHFIG) and endorsement by Melksham Area Board.
