Purpose:

Content: The Cabinet Member for Town Centres and Visitor Economy presented a report providing an updated overview of the Council’s progress in developing and delivering the comprehensive renovation and refurbishment of Stephenson Memorial Hall.    The report detailed the current status of the project and presented recommendations for Cabinet and Council to formally approve additional funding to meet contractual commitments under the construction contract. The report also included a detailed action plan to enable outstanding issues to be resolved, and a further update report to be developed for Cabinet and Council in December 2025.This report would set out a full and final capital funding request, alongside a funding strategy, establishing a clear pathway to project completion.   *RESOLVED –   1.   That Cabinet note the current position regarding delivery of the Stephenson Memorial Hall project.   That it be recommended to Council:   2.   That the revised budget for the delivery of the Stephenson Memorial Hall refurbishment project, as outlined at Section 4.12 of this report, be approved.   3.   That the revised expenditure and financing arrangements for the Stephenson Memorial Hall refurbishment project within the Council’s Capital Programme be approved.   REASONS FOR DECISIONS   1.   To ensure the delivery of a key project within the approved Council Plan 2023-27, as well as an objective of the Council’s Growth Strategy and Visitor Economy Strategy.   2.   To enable the Council to fulfil additional contractual obligations in respect of the construction contract.
