Purpose:
Content: 1. Agreed that Natalie Brahma-Pearl, Chief Executive should be authorised to sign the MoU, attached as Appendix 1 (and be given authority to make minor changes to the MOU, agreed by all the Constituent Authorities, before it is signed if necessary) which is looking to ensure as far as is possible that all the Constituent Authorities seek to control the expenditure of the HaTSCCA. 2. In anticipation of secondary legislation being approved by Parliament (the current Statutory Instrument being enabled), also made the below declarations: a) the appointment of Councillor Pitt as the Council's representative for both the Shadow Board and the Board of the Hampshire & The Solent Combined County Authority until the Full Council AGM in 2026. b) the appointment of Councillor Sanders as the standing deputy for Councillor Pitt for both the Shadow Board and the Board of the Hampshire & The Solent Combined County Authority until the Full Council AGM in 2026. 3. Agreed that whilst noting that elections were not postponed in Portsmouth in 2025 as it was a fallow year the Cabinet reiterates its previous objections to postponing elections and would not support any proposal to postpone any elections due in 2026 for the purpose of delivering devolution.
