Purpose: Sussex Chamber of Commerce has requested membership of the Greater Brighton Economic Board. Extending the membership of the Board triggers a variance in the Board’s Heads of Terms that requires the formal ratification of all Joint Committee members. Each member needs to individually ratify the membership of proposed new members in accordance with their own internal committee processes. In Arun’s case this means a report to the Policy and Resources Committee.
Content: The Chair invited the Business & Economy Manager to introduce the report. Before opening the item for debate, the Chair sought a proposer and seconder for the recommendations. Councillor Walsh proposed the recommendations which were seconded by Councillor Nash. The Chair then invited members to debate or ask questions. A concern was raised regarding the benefits of the Board’s activities to the district with reference being made to previous discussions held about the value of the Council’s membership. The Chair was asked if he could provide assurance that the inclusion of the Sussex Chamber of Commerce would enhance the Board’s effectiveness and deliver meaningful outcomes for Arun. In response, the Chair cited the Department for Business and Trade’s recent visit to a Littlehampton business, facilitated through the Board, as evidence of the Board’s value. The Chair also noted the strategic importance of developments at Shoreham Port. He confirmed that he felt that the Sussex Chamber of Commerce would bring valuable expertise and skills to the Board and that he viewed the opportunity positively. The Business & Economy Manager then formally presented the report. She confirmed that the Sussex Chamber of Commerce had applied for membership and that the Committee’s approval was required. She also explained the rationale for delegating future approvals to streamline the process. A request was made that the two recommendations be voted on separately, the Chair agreed to this request. The Committee RESOLVED – That (1) It approves the Sussex Chamber of Commerce being granted membership of the Greater Brighton Economic Board; and (2) Going forward, the Committee delegates authority to the Deputy Chief Executive, in consultation with the Leader of the Council, to approve the addition of new Members to the Greater Brighton Economic Board.
