Purpose: To seek approval to the letting of the new Kiosk at Camber

Content: An open marketing campaign had been undertaken to find a takeaway food and beverage operator for the kiosk space within the new development of the Coastal office, public conveniences and showers, new public meeting space and Royal National Lifeboat Institution  operations space at Camber Central Car Park.   Three acceptable offers had been received for the premises and scored to ensure the successful candidate aligned with the Council’s values and commitment to collaborate with its communities, add maximum value to the local economy and promote a sustainable business model as well as providing a quality fit out and food and beverage proposal.  Details were set out within the Confidential Appendices A and B to the report.    Following the scoring exercise, the operator referred to as candidate ‘C’ within Confidential Appendix A was recommended for approval due to a broader market appeal, community and sustainability as opposed to simply accepting the highest base rent payable.  It was noted that whilst the base rent proposed was not the highest offered, the agreement included a turnover element, which was likely to exceed the rent offered by the other candidates.   Cabinet accepted the recommendation and agreed that the proposed operator demonstrated a strong branding and design proposal, as well as a high-quality food and beverage offer and desire to work with and support the local community.   RESOLVED: That:   1)     the newly developed Kiosk at Camber Central Car Park be leased to candidate ‘C’ on the terms detailed in Confidential Appendix A to the report; and   2)     delegated authority be granted to the Chief Executive, in consultation with the Cabinet Portfolio Holder for Regeneration and Economic Development and Section 151 Officer, to make amendments to the final lease contract terms as required.   (Appendices A and B were considered exempt from publication by virtue of paragraph 3 of Schedule 12A of the Local Government Act 1972, as amended).
