Purpose: To determine the future status of the Kennington Oval Healthy Neighbourhood / Kennington Oval Reimagined scheme

Content: To have due regard to the engagement activity undertaken with local residents, stakeholders, and statutory consultees prior to and during the Kennington Oval Reimagined trial, as detailed in Section 5 of this report and summarised in Appendix A – Outcomes Report and Appendix B – Concerns Raised and Officer Response Table. To note the Equality Impact Assessment attached at Appendix C. Having given consideration to the objections and representations received during the statutory objection period for the Experimental Traffic Management Orders giving effect to the Kennington Oval Reimagined scheme and the officer responses to that feedback (Appendix B) and the contents of the Outcomes Report (Appendix A), to agree to make permanent the traffic and parking restrictions detailed in that experimental order. To authorise officers to carry out statutory consultation on the proposed amendment to the parking arrangement on Kennington Oval as detailed in section 2.17-2.21 and Table 2 below as well as at Appendix D under the Road Traffic Regulation Act 1984 and in accordance with Regulation 6 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996. That subject to due consideration being given to the consultation mentioned at 4 above, to agree to the implementation of proposed amendments to the parking arrangement on Kennington Oval as detailed in section 2.17-2.21 and Table 2 below as well as Appendix D, and to making the relevant permanent Traffic Management Orders (TMOs) under sections 6, 45, 49, 124 and Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, subject to no material objections resulting from the statutory consultation process, but that if any material objections are received they are considered by the Assistant Director of Parking, Network Management and Fleet by way of a separate written report before a decision is reached on whether or not to make the Order and on whether a public inquiry pursuant to Regulation 9 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 should be held before making such an order . To approve the projected spend of £14,000 by 15 November 2025.
