Purpose: To review and approve the ongoing phased delivery of the Enfield Town Liveable Neighbourhoods project and delegate authority for subsequent KD reports.

Content: DECISION: The Cabinet agreed to:           I.         Agree the ongoing vision for the Enfield Town Liveable Neighbourhood project, as set out in this report, recognising its role in delivering a more vibrant, greener and healthier town centre.     II.         Agree that the project will be delivered in a series of phases, as funding becomes available, and note the phasing approach outlined in Appendix A - Phased Approach. This phased delivery approach ensures the programme remains flexible, financially sustainable and responsive to local needs.    III.         Delegate authority to the Cabinet Member for Environment and Placemaking to agree each phase prior implementation (on the basis that no capital borrowing is required to enable delivery), noting that the annual capital budget, will be subject to a separate Key Decision report, in accordance with capital programme governance.   IV.         Delegate authority to the Executive Director of Environment and Communities to accept grant funding for all or some of the anticipated works and enter into all necessary grant agreements with the grant provider provided the relevant works have been approved as part of the phase approval as aforesaid or provided the grant can be accepted on a conditional basis or refunded in the event that the works are not subsequently approved     V.         Delegate authority to the Executive Director for Environment and Communities to commence consultation in relation to any part of the anticipated works but provided that the feedback to any consultation is reported to and taken account of by the Cabinet Member before making any such decision, along with any equality impact assessment, environmental impact assessment or other relevant information.
