Content: Councillor Curtis – Resources Portfolio The Cabinet received an update on the position of the Council’s revenue expenditure and income as at Period 6 (30 September 2025) together with an estimated net outturn position for each service for 2025/26. In presenting the report, it was noted that Table 7 had been updated and circulated prior to the meeting. In addition, in response to a query raised at the Overview and Scrutiny Committee meeting, members were advised that the unfavourable variance relating to agency costs was for specific work related to debt collection. The options available to The Cabinet were to note the outturn figures, as presented, including the write-offs contained within Paragraphs 3.1 and 3.2 of the agenda report, or to request that any issues identified for further consideration be addressed. In receiving the report, The Cabinet noted that for the various reasons outlined within the report, the revenue budget estimated outturn position for the whole of 2025/26 was a favourable variance of £372,500. This, together with a net transfer from earmarked reserves of £4,483,941, would leave revenue reserves with an estimated balance of £19,007,048 as at 31 March 2026. There had been two write-offs over £1000 that had been approved and were required to be reported to The Cabinet. The details of these were: · Council Tax totalling £382,063.31 over 366 accounts; and · NNDR totalling £459,231.27 over 49 accounts. There had been two write-offs over £10,000 that had been approved and were required to be reported to The Cabinet. The details of these were: · Council Tax - Account 1 - A complex case where, following a negotiated settlement, the balance of £14,016.29 could no longer be pursued; and · NNDR - Account 2 - Liability of 26,670.40 accrued over an 11 year period despite vacation in 2012 and occupation not retained, nor liability of the hereditament. Following which, it was RESOLVED: (1)That the actual net variance as at Period 6, and the estimated revenue outturn for 2025/26 be received; (2)That the write-offs contained within Paragraph 3.1 of the agenda report be noted; and (3)That the write-offs contained within Paragraph 3.2 of the agenda report, be approved.
