Purpose:
Content: Councillor Cowcher – Deputy Leader - Planning and Economic Development Portfolio Consideration was given to the proposed allocation of available Community Infrastructure Levy (CIL) receipts held by Stratford-on-Avon District Council. The options available to The Cabinet were to endorse the funding of the projects as detailed in Table 2 of the agenda report, or to amend the funding of projects and then endorse as amended. It was requested at this point that in regard to Item 10, the Greenway, that Phase I be fully completed prior to Phase II being commenced, which was agreed to be reviewed. Councillor Crump, Chair of the Overview and Scrutiny Committee (OSC), provided feedback from the OSC meeting held on 30 October 2025, as follows: · Acknowledgement of the improved, revised methodology; · Smaller projects with match funding were often the most successful, however noted that the emerging South Warwickshire Local Plan would address larger projects; · Available match funding to be included in the next report; · A request that a map be provided to indicate where CIL monies had been spent across the District; and · It was suggested that an item on the CIL allocation process be considered at a future meeting of the Parish Forum, which the Parish Champion agreed to discuss with the Chair of the Forum following the meeting. During the discussion, it was confirmed that the agreed schemes were officer led and noted that the intention was to move to more strategic spend. It was further noted that all schools should be supported with infrastructure. Accordingly, it was RESOLVED: (1) That the allocation of Strategic CIL, as outlined in Table 2 of the agenda report, be approved; and (2) That the remaining projects on the Infrastructure List be retained. Note: In accordance with the Council’s Constitution, this item is not subject to call-in to the OSC
