Purpose: To request approval to use Procure Public’s Supporting Decarbonisation Measures DPS to procure Brent Civic Centre LED Phase 2.

Content: To request approval to use Procure Public’s Supporting Decarbonisation Measures DPS to procure Brent Civic Centre LED Phase 2. That the Director of Property and Assets:   i)               Approves Brent Council’s participation in a call-off procedure under Dynamic Purchasing System (DPS) for Works and Services, also known as the Supporting Decarbonisation Measures DPS, for a call-off contract in respect of Brent Civic Centre LED Phase 2.   ii)              Confirms there is sufficient budgetary provision for the proposed call-off contract.   iii)            Approves inviting bids on the basis of the pre-tender considerations.   iv)            Approves officers evaluating bids on the basis of the evaluation criteria. The Council requires the provision of LED lights. It has been determined that the most appropriate means of providing the LED lights is through the procurement of a contract for Brent Civic Centre LED Phase 2 by way of a mini-competition under Dynamic Purchasing System (DPS) for Works and Services, also known as the Supporting Decarbonisation Measures DPS. Officers considered whether the Brent Civic Centre LED Phase 2 could be provided by the Council itself but concluded that it is best provided by a contractor.   Officers reviewed a range of procurement options including conducting tender process but have concluded that the use of the DPS Agreement is the most appropriate means of procuring a contractor given the reduction in timescales, costs and resources involved. None.
