Purpose:

Content: The Director of Economic Development and Planning submitted a report to request that Committee approve a temporary change to the establishment in respect of the Council’s Development Management Team.   Planning and Development Committee had approved the creation of a part-time Assistant Planning Officer for a temporary 2-year period (subject to review) at their meeting of 23 October 2025 and referred the matter to Personnel Committee to include the post temporarily within the establishment. The role would be funded by S106 funding from the Haweswater Aqueduct Resilience Programme (HARP).   At the meeting, Members were asked to consider a further change to the establishment in the Environmental Health Department to meet the service delivery requirements. It was recommended that the vacant part time post of Environmental Health Officer (Housing) was replaced with the post of part time Environmental Health Officer (Housing & Caravan Licensing).   Members were also informed that Policy and Finance Committee, and subsequently Full Council, had approved to delegate to the Chief Executive, in consultation with the Chairman of Policy and Finance Committee and Chairman of Personnel Committee, the appointment of temporary staff to support work on Local Government Reorganisation. On this basis, under the delegation of Officers, it had been approved to create a new temporary post (until end July 2026) of part time Lawyer (Regulatory and Governance) Scale PO5-8.   RESOLVED THAT COMMITTEE:   1.    Approved the inclusion of a part time Assistant Planning Officer within the establishment for a temporary two-year period initially.   2.    Approved a new post of part time Environmental Health Officer (Housing & Caravan Licensing) Scale SO2 to replace the vacant post part time Environmental Health Officer (Housing) Scale PO1-4.   3.    Noted the decision for a new Temporary post (until end July 2026) Lawyer (Regulatory and Governance) Scale PO5-8.
